WIND BREAKER is being made at CloverWorks, with Toshifumi Akai of Fate/Grand Order -Absolute Demonic Front: Babylonia- helming the project as director. The series composition is being handled by Hiroshi Seko, whose credentials include working on Attack on Titan Final Season, JUJUTSU KAISEN, and Chainsaw Man.

Kodansha publishes the original WIND BREAKER manga by Satoru Nii in English and gave this description for its plot:
